By analyzing direct consumption in the European Union area, it has been noted that about 40 percent of energy is spent in the building sector and that sector has the greatest potential for energy and economic savings and environmental improvements. By implementing the European Union Directive, Croatia implements energy efficiency improvement programs cofinanced by European funds. In the framework of these programs there is also a program of energy renewal of multi-residential buildings that is a complex problem and for each individual case it represents a series of activities that require different resources, rules, criteria and execution sequence, which are time limited and must give a clear result. In solving problems that have these characteristics, it is necessary to apply a project approach that through an appropriate methodology allows for a complete understanding of the problem and its resolution on the stage and the necessary achievements that will eventually solve the default problem in the given environment and the constraint system. Based on this, a hypothesis has been made by which the problem of energy efficiency of multi-residential buildings in the context of European and national programs must be addressed through a project approach that includes a set of rules, models and methods and a set of best practices whose application significantly enhances the implementation performance. The main objective of the survey is to create a project plan for the example of a multi-residential building, which will be the basis for the implementation and management of the energy renewal project with the given limitations and conditions for improving energy efficiency. This paper uses a methodology for approaching PMBOOK PMI project design and PLC methodology elaborated by the European Commission. In accordance with the first approach, a project plan was implemented, serving as a project implementation background and divided into five process groups: initialization, planning, execution, monitoring, and control and closure. The PLC elements were used in defining the goals and scope of the project.
