Abstract
U radu se opisuje pojam kvalitete i sustav upravljanja kvalitetom u organizacijama i projektima. Objašnjena je specifičnost upravljanja kvalitetom u građevinarstvu. Sustav upravljanja kvalitete obuhvaća dokumentaciju koja se u građevinskim organizacijama dijeli na opću, koja je primjenjiva na sve aktivnosti, i na specifičnu, koja je prilagođena svakom pojedinom projektu. Zakon ne propisuje obvezu uvođenja sustava upravljanja kvalitetom sustavu kvalitete, ali suvremeno tržište sve više nameće organizacijama potrebu za uvođenjem sustava kvalitete. Postoje više sustava kvalitete, a najpoznatiji je ISO sustav koji se temelji na zahtjevima norma niza ISO 9000 i koji je detaljnije opisan u ovom radu. Sustav zahtijeva dokumentaciju i zapise koji omogućuju pravilno upravljanje kvalitetom u organizaciji i projektima. Ovaj rad daje pregled dokumentacije i zahtjeve koje u vezi s njima postavlja norma HRN EN ISO 9001. Analizirana je i norma HRN ISO 10005 koja sadrži upute i smjernice za izradu plana kvalitete. Također je analiziran i zakonodavni okvir koji pokriva građevinske projekte. Za razliku od plana kvalitete, zakon propisuje izradu programa kontrole i osiguranja kvalitete koji je sastavni dio glavnog projekta građevine. Napravljena je usporedba zakonom propisanog programa kontrole i osiguranja kvalitete i plana kvalitete prema ISO sustavu.
Abstract (english)
The paper describes the concept of quality and quality management system in organizations and projects. The specificity of quality management in construction is explained. The quality management system includes extensive documentation, which in construction organizations is divided into general, which is applicable to all activities, and specific documentation, which is adapted to each individual project. The law does not prescribe the obligation to operate according to the quality system, but the modern market is increasingly imposing on organizations the need to introduce a quality system. There are several quality systems, the most famous being the ISO system, which consists of the ISO 9000 series of standards and is described in more detail in this paper. The quality management system requires certain documents and records that enable proper quality management in the organization and projects. This paper briefly describes these documents and the requirements set by HRN EN ISO 9001. The standard HRN ISO 10005 was also analyzed, which contains instructions and guidelines for the development of a quality plan. The legislative framework covering construction projects was also analyzed. Unlike the quality plan, the law prescribes the development of a quality control and assurance program, which is an integral part of the project documentation. A comparison of the legally prescribed quality control and assurance program and the quality plan according to the ISO system was made.
