Abstract
Javna je rasvjeta postrojenje koje služi za rasvjetljavanje javnih površina čiji su elementi svjetiljka, njezina nosiva konstrukcija i njezino napajanje s razvodnim ormarom. U skladu s propisima i normama te u kontekstu uštede energije i održivosti okoliša predlaže se niz strategija povezanih s usvajanjem najboljih dostupnih tehnika na tržištu, čineći ukupno kriterij energetske učinkovitosti koji se može podijeliti na učinkovitost pojedinačne svjetiljke i ukupnog sustava javne rasvjete, što je najava norme HRN EN 13201-5. Također je prikazana i klasifikacija energetskih razreda po učinkovitosti sustava javne rasvjete i svjetiljke za javnu rasvjetu. Da bi se postigla što veća ušteda energije, a i zbog same funkcije, sustav javne rasvjete potrebno je redovito održavati. Za niz problema koje treba riješiti potrebna je specifična oprema za održavanje. Osim toga, problem je javni natječaj za održavanje javne rasvjete u kojemu dobiva posao tvrtka s najnižom cijenom što nije mjerilo kvalitete te se dodatno spušta kriterij, a ozbiljne su tvrtke primorane raditi po istom. Troškovi opreme i rada na održavanju javne rasvjete previsoki su s obzirom na moguće postignute cijene zbog konkurencije. Jedan od problema koji je prisutan i ujedno nezamarivo utječe na zahtjeve norme, smanjena je rasvijetljenost zbog dotrajalosti svjetiljki i njezinih komponenti. Kao mjera poboljšanja predlaže se zamjena postojećih svjetiljki sa svjetiljkama veće učinkovitosti.

Public lighting is used to provide light to public surfaces. It consists of a lamp, a supportive post and wiring connecting it to a power source. In accordance to rules and regulations, as well as considering the power savings and environmental sustainability, a number of strategies will be presented to integrate the best possible technology on the market, resulting in an energy efficiency norm which can be divided into the efficiency of each individual lamp and the entire public lighting system. This is also an introduction to norm 13201-5. Furthermore, energy ratings will be shown ranked by efficiency of the public lighting system as well as individual lamps. To ensure performance and achieve maximum energy saving, the public lighting system needs to be regularly maintained. Special maintenance equipment is required for all the possible malfunctions that may arise. One of the problems is the fact that the company which offers the lowest price for their work will get the job, which usually results in sub-par quality of work significantly lowering the criteria. Other companies with higher standards are then reduced to lowering their prices in order to stay in demand. The costs of equipment and needed maintenance work on public lighting are too high considering the paid rates brought down by competition. Another present problem, which significantly affects the demands of the norm, is the reduced level of brightness due to the wearing down of the lamp as well as various other components. In order to improve that, the replacement of existing lamps with different lamps of greater efficiency is suggested.
