Abstract
Neučinkovitost poduzeća i neracionalnost potrošača u daljinskom grijanju izazivaju nezadovoljstvo oba dionika i predstavljaju izuzetan problem hrvatskog energetskog sektora, budući da se toplinskom energijom iz daljinskog grijanja opskrbljuje 11% ukupnog broja kućanstava u Republici Hrvatskoj i 9% u Europskoj uniji. Kako toplinska energija omogućuje veliku sigurnost opskrbe kroz diversifikaciju izvora energije, ogroman je potencijal za rast daljinskog grijanja. Cilj disertacije je kroz inovativnu organizaciju i poticajnu regulaciju razviti model održivog sustava daljinskog grijanja čija učinkovitost će doprinijeti razvoju poduzetništva i konkurentnosti energetskih subjekata te kvaliteti života stanovništva. U teorijskom dijelu rada analizirati će se primjeri uspješnih modela daljinskog grijanja i njihov ekonomski, okolišni i sociološki utjecaj na održivu kvalitetu života, a u empirijskom analizirati će se situacija u Republici Hrvatskoj te identificirati prednosti i rizici u primjeni predloženog modela.

Enterprise inefficiency and consumer irrationality in district heating cause displeasure of both stakeholders and represent a significant problem in the Croatian energy sector, because 11% of the total number of households in Croatia and 9% in the European Union are supplied by thermal energy from district heating. There is a huge potential for growth of district heating because it enables high supply security using different types of energy fuels in thermal energy production. The aim of the thesis is to develop a model of a sustainable district heating system based on innovative organization and incentive regulation, whose efficiency will contribute to the development of entrepreneurship and competitiveness of energy companies, and the quality of life of the population. Some successful models of district heating and their economic, environmental and sociological influences on the sustainable quality of life will be analyzed in the theoretical part of the thesis. The analysis of the situation in Croatia and the identification of the benefits and the risks involved in the application of the proposed model will be presented in the empirical part of the thesis.
