Abstract
Upotreba moderne i telekomunikacijske tehnologije, a posebno interneta, transformirala je način života ljudi u posljednjih dvadesetak godina te je između ostalog došlo do potrebe uvođenja novog sustava digitalizirane javne uprave. E-uprava usmjerena je na povećanje učinkovitosti, brzine, otvorenosti i kvalitete javne uprave. Pojava svih tih novih modernih tehnologija omogućit će da javna uprava poboljša svoju kvalitetu, raspoloživost i brzinu rada, poveća transparentnost, efikasnost, dvosmjernu razmjenu informacija između korisnika i davaoca usluga, lokalne i regionalne uprave i države, poboljša demokratski dijalog sa građanima i osigura njihovo uključivanje u demokratske procese. Daljnjim razvojem tehnologija došlo je do iznimne ekspanzije potrebe za konstantnim pristupom Internetu i kao takvo jedno od najboljih rješenja pokazala se integracija svih funkcija koje je imalo računalo u takozvani 'napredni telefon' i među ostalim nova revolucija - pristup internetu putem mobilnog telefona. U ovom radu biti će pobliže objašnjena iznimna uloga mobilne tehnologije u današnjem društvu i ona kao sve češće oruđe marketinga u mnogim njegovim segmentima i biti će objašnjena njihova uloga u procesu digitalizacije javne uprave u Republici Hrvatskoj. Uvjeti koji bi mogli doprinijeti uvođenju jedne u potpunosti nove paradigme u Hrvatskoj, takozvane m-Građanin su 1) penetracija mobilnih telefona, koja će biti čak i veća od penetracije interneta, 2) jednostavnost upotrebe navedene tehnologije, 3) pristupačnost mnogim uslugama, 4) pristupačnost od doslovce svukuda.

The use of modern telecommunications and technology, especially internet, has transformed the way of life of people in the last twenty years and among others there was a need to introduce a new system of digitized public administration. E-government is designed to improve the efficiency, speed, transparency and quality of public administration. The emergence of these new modern technology would allow the public administration to improve its quality, availability and speed of work, increase transparency, efficiency, two-way exchange of information between users and service providers, local and regional government and the government, improve the democratic dialogue with citizens and ensure their inclusion in democratic processes. With further development of the technology there has been a remarkable expansion of need for constant internet access and one of the best solution was integration of all the functions that had a computer in the so-called 'smart phones' and a new revolution - Internet access through mobile phones. In this work it will be explained in more detail an exceptional role of mobile technology in today's society and it, as a marketing tool more often in many of its segments, and will be explained their role in the process of digitalisation of public administration in the Republic of Croatia. Conditions that could contribute to the introduction of a completely new paradigm in Croatia, the so-called m-citizen are 1) the penetration of mobile phones, which will be even higher than the penetration of the internet, 2) ease of use of that technology, 3) availability of many services, 4) accessible from everywhere.
