Abstract
Na teritoriju Republike Hrvatske središnju ulogu u provođenju monetarne politike ima Hrvatska narodna banka (HNB). U središtu njezina rada nalazi se održavanje stabilnosti cijena kao i stupnja zaposlenosti, a u skladu s tim nastoji održavati stopu inflacije na razini od okvirno 2 %. Uz navedene ciljeve i zadaće, u konkretnom smislu odgovorna je za izdavanje novca bilo u papirnatom ili kovanom obliku i to u količini koja neće poremetiti svakodnevno djelovanje monetarne politike. Središnja banka godinama teži k provođenju ekspanzivne monetarne politike, uz to nastoji održati politiku stabilnosti kune u odnosu na euro te time pridonijeti financijskoj stabilnosti. Hrvatska narodna banka podupire i opću gospodarsku politiku, teži ostvarivanju uravnoteženoga i održivoga gospodarskog rasta. Pri tome koristi različite instrumente i mjere, a ponajviše se upotrebljavaju operacije na otvorenom tržištu (devizne intervencije) te određivanje obvezne pričuve poslovnih banaka. U ovom završnom radu opisana je i detaljnije analizirana monetarna politika Republike Hrvatske u razdoblju od 2011. do 2021. godine. Pritom se istražuje je li postojala potreba za čestim intervencijama HNB-a u vidu korištenja instrumenata u promatranom razdoblju te je li ulazak Hrvatske u Europsku uniju pridonio stabilnosti hrvatske kune i manjim potrebama za intervencijama HNB-a. Uz to, analizirana je i učestalost korištenja instrumenata monetarne politike tijekom pandemije COVID-19. Dakle, na temelju službeno objavljenih podataka Hrvatska narodna banka provela je analizu upotrebe instrumenata monetarne politike, opisan je okvir unutar kojeg monetarna politika djeluje, definirani su instrumenti na temelju kojih se provodi i ostvaruje svoje ciljeve. Nakon provedenog istraživanja ustanovljeno je kako HNB nije imao potrebu za čestim korištenjem instrumenata monetarne politike u razdoblju od 2011. do 2021. godine (što obuhvaća razdoblje prije i nakon ulaska Hrvatske u Europsku uniju te razdoblje tijekom pandemije COVID-19) s obzirom na to da su oscilacije kretanja tečaja tijekom promatranog razdoblja bile relativno blage i nisu imale značajnije gospodarske posljedice.
Abstract (english)
On the territory of the Republic of Croatia, the Croatian National Bank (HNB) plays a central role in the conduct of monetary policy. The main focus of its work is to maintain price stability and the level of employment, so it aims to keep the inflation rate at a level of about 2%. In addition to these goals and tasks, it is particularly responsible for issuing money in paper or metal form and in a quantity that does not interfere with the daily implementation of monetary policy. For years, the central bank has pursued an expansionary monetary policy aimed at maintaining the stability policy of the kuna against the euro, thus contributing to financial stability. The Croatian National Bank also supports the general economic policy aimed at achieving balanced and sustainable economic growth by using various instruments and measures, most of which are open market operations (foreign exchange interventions) and setting the mandatory reserves of commercial banks. This bachelor thesis describes a more detailed analysis of the monetary policy of the Republic of Croatia for the period 2011-2021, examining whether the HNB had to intervene frequently during this period and whether Croatia's accession to the European Union contributed to the stability of the Croatian kuna and to a reduced need for HNB intervention. In addition, the frequency of the use of monetary policy instruments during the pandemic COVID -19 was also analyzed. Thus, based on officially published data, an analysis of the use of monetary policy instruments by the Croatian National Bank was conducted, which describes the framework in which monetary policy operates and defines the instruments on the basis of which it is implemented and achieves its objectives. The conducted study concludes that in the period from 2011 to 2021 (which includes the period before and after Croatia's accession to the European Union and a period of the pandemic COVID -19), the HNB had no need for frequent use of monetary policy instruments, as exchange rate fluctuations during the observed period were relatively small and had no significant negative economic impact.
