Abstract
Tema ovog završnog rada objašnjava proces privatizacije u cijelosti kao i same faze privatizacije te koje prednosti, a koje nedostatke sa sobom donosi. Država u svojoj imovini raspolaže s raznim oblicima. Raspolaže s nekretninama, dionicama, poslovnim udjelima pa čak imovinama poput parkova, nacionalne baštine i spomenicima. Upravljanje javnom, odnosno državnom imovinom je specifično upravo zbog tih raznih oblika imovine. Ukoliko je država dobar gospodar, dolazi do očuvanja vrijednosti te imovine. Razdobljem dužim od dvadeset godina često se dolazi do zaključka da se državnom imovinom ne upravlja i ne raspolaže učinkovito nego nerazborito te se sve svodi na prodaju. Privatizacija je proces kojim su se poduzeća u državnom vlasništvu prodajom dionica ili udjela pretvarala u poduzeća privatnog vlasništva. Privatizacija u Hrvatskoj odvijala se u četiri faze. Prva faza trajala je od 1991. do 1994. godine i započela je ključni problem odnosa bankarstva i gospodarstva. Drugom fazom, čije razdoblje je od 1994. do 1998. godine, usporen i onemogućen je oporavak gospodarstva. Treća faza od godine 1998. do 2000. obilježena je osnivanjem Privatizacijskih investicijskih fondova i privatizacijom samih banaka. U četvrtoj fazi od 2000. godine prevladavaju stečajevi uz tendenciju rasprodaje preostalog udjela kao i potencijalna revizija pretvorbe i privatizacije.
Abstract (english)
The topic of this final paper explains the privatization process as a whole as well as the privatization phases themselves and what advantages and what disadvantages it brings with it. The state disposes of various forms in its property. It owns real estate, stocks, business shares and even assets such as parks, national heritage and monuments. The management of public or state property is specific precisely because of these various forms of property. If the state is a good master, the value of that property is preserved. Over a period of more than twenty years, it is often concluded that state property is not managed and disposed of efficiently but unwisely, and everything comes down to sale. Privatization is the process by which state-owned enterprises are transformed into privately owned enterprises through the sale of shares or stakes. Privatization in Croatia took place in four phases. The first phase lasted from 1991. to 1994. and started a key problem of the relationship between banking and the economy. The second phase, which lasted from 1994. to 1998., slowed down and made economic recovery impossible. The third phase from 1998. to 2000. was marked by the establishment of Privatization Investment Funds and the privatization of the banks themselves. In the fourth phase since 2000., bankruptcies have prevailed with a tendency to sell off the remaining share as well as a potential audit of conversion and privatization.
