Abstract
Komunalno gospodarstvo oblik je gospodarstva sa svojim osobitim svojstvima. Kroz završni rad se identificiraju i analiziraju ta svojstva sukladno aktualnom Zakonu o komunalnom gospodarstvu u Republici Hrvatskoj i to prikazujući komunalne naknade i doprinose, njihove elemente i odluke o plaćanju. Unatoč određenoj tipizaciji i generalizaciji, odluka o iznosu, načinu i eventualnom oslobođenju plaćanja komunalnih doprinosa i naknada donosi se i izvršava na razini jedinica lokalnih samouprava. Tako se njihove karakteristike, ne previše, ali ipak razlikuju ovisno o općinama, gradovima i gradu Zagrebu. Ista je situacija i s komunalnim gospodarstvom grada Slavonskog Broda. Prikazivanjem plana razvoja komunalne infrastrukture i obveze ili oslobođenja plaćanja komunalne naknade i doprinosa, identificirati će se na koji se način obavljaju komunalne djelatnosti, održava komunalni red i infrastruktura na lokalnoj razini. Na kraju je prikazano na koji se način komunalna naknada i doprinosi naplaćuju u drugim lokalnim jedinicama te koja interakcija i razlika postoji između komunalnog gospodarstva Slavonskog Broda i odabranih jedinica lokalne samouprave.
Abstract (english)
Communal economy is a form of economy with its own special features. The final work is identifying and analyzing these properties in accordance with the current Utility Management Act utility management in the Republic of Croatia, showing utility fees and contributions, their elements and payment decisions. Despite a certain typification and generalization, the decision on the amount, manner, and possible exemption from the payment of utility contributions and fees is made and executed at the level of local self-government units. Thus, their characteristics, not too much, but still differ depending on the municipalities, cities, and the city of Zagreb. The situation is the same with the communal economy of the city of Slavonski Brod. By presenting the plan for the development of communal infrastructure and the obligation or exemption from the payment of communal fees and contributions, it is identified how communal activities are performed, communal order and infrastructure are maintained at the local level. At the end, it is shown how the communal fee and contributions are collected in other local units and what interaction and difference exists between the communal economy of Slavonski Brod and the selected local self-government units.
