Abstract
Proračun predstavlja popis prihoda i primitaka te rashoda i izdataka za određeno razdoblje najčešće jednu proračunsku godinu. U okviru lokalnih financija proračun je akt jedinice lokalne i regionalne samouprave (općina, gradova i županija/kantona). Proračun se donosi 31.prosinca za narednu fiskalnu godinu koja započinje 1. siječnja. Proračun donosi Parlament Federacije Bosne i Hercegovine, zakonodavna tijela kantona, odnosno gradska i općinska vijeća. U završnom radu analiziran je proračun općine Orašje kroz njegove najznačajnije stavke, također prikazana je demografsko-geografska analiza općine. Na samom početku rada približen je ustroj, zakoni i način donošenja proračuna, temeljnog financijskog dokumenta koji pravilnom raspodjelom dovodi do uspješnog upravljanja područja za čiju razinu vlasti se donosi.
Abstract (english)
The budget is a list of revenues, receipts, expenditures and expenses for a certain period, usually one budget year. Within local finances, the budget is an act of a unit of local and regional selfgovernment (municipalities, cities and counties/cantons). The budget is adopted on December 31 for the next fiscal year beginning January 1. The budget is adopted by the Parliament of the Federation of Bosnia and Herzegovina, the legislative bodies of the cantons, respectively city and municipal councils. In the final paper, the budget of the municipality of Orasje is analyzed through its most important items, also the demographic-geographical analysis of the municipality is presented. At the very beginning of the work, the structure, laws and the manner of adopting the budget, the basic financial document whose resources, if well allocated, lead to the successful management of the area for which the budget is adopted, are approximated.
