Abstract
Ljudski resursi su najvažniji kapital svake poslovne organizacije. Od iznimne je važnosti prepoznati znanja, vještine i kompetencije, podupirati te adekvatno nagraditi zaposlenike poduzeća. Za to je zadužena menadžerska funkcija upravljanja ljudskim resursima, kao jedna od najvažnijih funkcija menadžmenta. Kako bi menadžment postigao ostvarenje zadanih ciljeva poslovne organizacije za to su mu potrebni ljudi koji će svojim sveobuhvatnim znanjem te motiviranošću pomoći menadžmentu u ostvarenju postavljenog plana. Menadžeri u funkciji upravljanja ljudskim resursima javnog poduzeća su predmet istraživanja ovog diplomskog rada. Istaknut je značaj dobrog upravljanja ljudskim resursima, te je kroz analizu izdvojeno koje su prednosti i nedostaci funkcije upravljanja menadžera u javnom poduzeću. Iznijeti su prijedlozi za poboljšanje, te je predloženo koji tip menadžera bi svojim znanjima i kompetencijama najbolje odgovorio na zadatak upravljanja ljudskim resursima unutar javnog poduzeća.

Human resources are the most important capital for every business corporation. It is very important to recognise knowledge, skills and competencies, and to encourage and adequately reward employees of the company. One of the most important roles for managers is te effective management of the human resources avilable. To help management achieve the realisation of the goals of a business organisation, it needs a motivated and well trained workforce with a comprehensive knowledge of the organizations activities and of the business and economic environment within which the organisation operates. Managers in the function of human resources management of public companies are the subjects of this diploma thesis. Good human resources management is important, but through the analysis of the management function it is possible to identify advantages and disadvantages of management fuctions in a public enterprise. Put forward are proposals for improvement, and it is suggested what type of manager and with which competences and knowledge would be the most suitable for the role of human resource manager in a public organisation.
