Abstract
Javno-privatno partnerstvo (JPP) model je financiranja koji podrazumijeva dugoročan ugovorni partnerski odnos između javnog i privatnog sektora koji uključuje financiranje, projektiranje, gradnju, upravljanje, održavanje infrastrukture i pružanje usluga od strane privatnog partnera, a koje tradicionalno pruža javni sektor. Model JPP je oblik financiranja koji donosi različite pogodnosti za javni i za privatni sektor. Najvažnije je uočiti okolnosti u kojima se JPP nameće kao bolja metoda isporuke javne usluge ili izgradnje infrastrukture u odnosu na tradicionalne metode javne nabave. U ovom partnerstvu javni partner traži što veću vrijednost za novac i veću kvalitetu javne usluge, a privatni partner donosi svoja financijska sredstva i svoje iskustvo. Često se događa u praksi da javni sektor sporo donosi odluke vezane uz javnu nabavu, stoga infrastruktura i javne usluge zaostaju za rastućim potrebama društva. Iz toga se razloga pojavila potreba za ulaganjem u javnu infrastrukturu uz pomoć partnera iz privatnog sektora. JPP primjenjuje se u državama diljem svijeta, a ovaj model koristi se i u Republici Hrvatskoj.

Public-private partnership is defined as model of long-term contractual partner relationship between public and private partner. This model includes financing, design, construction, operation, maintenance of infrastructure and provision of public services by private partner that traditionally provides public sector. It is very important to notice the circumstances in which this model is a better option for delivering of public services or infrastructure constructions compared to traditional methods of public procurement. In this form of partnership, the public partner seeks the highest possible value for the and higher quality of public services. Meanwhile, the private partner invests his own financial resources and business experience. Public sector is usually slow when it comes to decisions related to public procurement and repercussion of that is stagnancy and gap between infrastructure and public services quality and growing needs of society. Those circumstances arose the need for investment in public infrastrucure from private sector. Model of public-private partnership found a place in countries all over the world, including Republic of Croatia.
