Abstract
Grad Nova Gradiška je drugi po veličini grad u Brodsko-posavskoj županiji te trideset i treći grad po broju stanovnika u Republici Hrvatskoj. Smješten je na dobrom prometnom pravcu kroz koji prolaze dva koridora (Europski koridor V.c. i Koridor X), željeznica i državna cesta za Požegu i Našice. Kao i svaki drugi grad, i ovaj mora prema Zakonu o proračunu, Zakonu o lokalnoj i regionalnoj samoupravi, Statutu i u skladu s drugim odredbama, donositi proračun. Proračun omogućuje vlasti planiranje prihoda i primitaka te rashoda i izdataka. Prilikom njegovog donošenja moraju se poštivati određena načela poput načela jedne godine, točnosti, univerzalnosti i uravnoteženosti. Svaka aktivnost ima svoje faze pa se one upotrebljavaju i prilikom donošenja proračuna. Vrlo je bitno paziti na vremenske rokove i način na koji će se sredstva alocirati jer, ukoliko se predloženi proračun ne odobri u određenom vremenskom razdoblju, Vlada Republike Hrvatske će morati poslati povjerenika i raspisati ponovne lokalne izbore. U ovome radu analizirati će se proračun grada Nove Gradiške.
Abstract (english)
The City of Nova Gradiska is the second largest city in the Brodsko-Posavska County and third city by the number of inhabitants in the Republic of Croatia. It is located on a good traffic position through which two corridors pass (European Corridor V.c and Corridor X), the railway and the national road to Požega and Našice. Like every other city and this city must, according to the Budget Law, the Law of Local and Regional Self-Government, the Statute and in accordance with other provisions, make a budget. The budget allows the planning of revenues and receipts and expenses and expenditures. When adopting it, we must adhere to certain principles such as the principles of one year, accuracy, universality and balance. Each activity has its own phases and is also used when making a budget. It is very important to keep in mind the timelines and how the funds will be allocated because, if the proposed budget is not approved in a given time period, the Government of the Republic of Croatia will have to send a commissioner and announce re-local elections. This final paper analyzes the budget of the city of Nova Gradiska.
