Abstract
Budući da je financijski sustav okosnica gospodarskog sustava svake zemlje, iznimno je važno znati koji su to elementi koji čine financijski sustav te na kojoj poziciji se nalazi Republika Hrvatska u odnosu na zemlje EU. Velika pozornost obratila se na mirovinski sustav i na njegovu održivost kao važan dio financijskog sustava. Osim definiranja mirovinskog sustava i mirovina, njihove povjesti i dosada provedenih reformi, pojasnio se ustroj mirovinskog sustava Republike Hrvatske, prvi i drugi obvezni mirovinski stup te treći doborovoljni. Osim toga donio se zaključak o faktorima koji utječu na održivost našeg mirovinskog sustava te što se u konačnici mora promijeniti kako bi narednih godina došlo do pozitivnog trenda. Korištenjem statističke metode tj. analizom temeljnih statističkih podataka dobila se određena količina ključnih pokazatelja koji detaljno predočavaju poziciju mirovinskog sustava Republike Hrvatske. Prikazani su trendovi tijekom posljednje 3 godine i kakva su očekivanja u bliskoj budućnosti te su doneseni zaključci i definirani uzroci nepovoljne situacije mirovinskog sustava danas. Kada je riječ o štednji, velika neosvještenost građana upućuje na to da se mirovinski sustav i njegove mogućnosti uopće niti ne gledaju kao mogućnost štednje za starost, posebice kada je riječ o dobrovoljnim mirovinskim fondovima. Pored nesvještenosti građana, temeljni problemi mirovinskog sustava se mogu potražiti u čimbenicima poput velikog broja invalidskih mirovina koje su posljedica domovinskog rata, velikom stupnju emigracije mladog i radno sposobnog stanovništva, nizak stupanj fertiliteta i bezbroj drugih nepovoljnih pokazatelja.
Abstract (english)
Since financial system is skeleton of every economic system, it is extremely important to know which elements make financial system and what is position of Republic of Croatia compared to other EU countries. Strong focus was put on pension system and its sustainability as important part of financial system. Besides defining pension system and pensions, their history and until now implemented reforms, in this study are also explained structure of Croatian pension system, first and second compulsory pension pillar and third voluntary pension pillar. Apart from that, a conclusion has been made about the factors that affect pension system sustainability and what has to be changed in years ahead to achieve positive trend. Using statistical methods i.e. analysing basic statistical data gave certain key indicators which show in detail the position of pension system Of Republic of Croatia. Trends in the past three years and expectations in the near future have been presented, conclusions are brought and the causes of the current unfavorable pension system situation are defined. When it comes to savings, great unawareness of citizens suggests that pension system and its possibilities are not even seen as opportunity of saving for old age, especially when it comes to voluntary pension funds. Besides citizens unawareness, fundamental problems of pension system could be found in factors such as great amount of disability pensions that are result of homeland war, high stage emigration of young and working-age population, low fertility rate and many other unfavorable indicators.
